Founded in Spring, 2005, the Western Regional Advocacy Project (WRAP) is an innovative organization determined to make ending homelessness a national priority. By ensuring that legislators in Washington, DC receive a constant, consistent, constituent-informed message from the west coast, WRAP strives to shape public policies that address the systemic causes of poverty, ensure adherence to human rights, and are also grounded in the experiences of those who live with and work on homeless issues every day.

Western Regional Advocacy Project (WRAP), a coalition of west coast social justice-based homelessness organizations, released a report that documents how more than 25 years of federal funding trends for affordable housing have created the contemporary crisis of homelessness and near-homelessness. The report was released in San Francisco on November 14, 2006 at 12 noon, at the Philip Burton Federal Building, 450 Golden Gate Avenue, in conjunction with release events in 7 other cities ranging from Seattle, Washington to San Juan, Puerto Rico.
